Honorable Commander of the Kosova Security Force, General Lieutenant Bashkim Jashari,
Honorable Commander of KFOR, Ozkan Ulutas,
Honorable General Hammerstein,
Honorable General Nawrat,
Dear Generals of Kosova Security Force,
Dear Deputy Commander of Kosova Security Force, Major General, Enver Cikaqi,
Dear Shemsi Syla, Deputy Minister of Defence,
Dear Ambassadors, and heads of diplomatic missions in Kosova,
Dear former Defence Ministers and former KSF Commanders,
Dear officers and non-commissioned officers of KSF and NALT, NATO Advisory and Liaison Team,
Dear participants, ladies and gentlemen,
It is a pleasure to be among you today. Every gathering where we bid farewell is also an opportunity that allows us to reflect, a moment to acknowledge and appreciate the work undertaken. A young and growing democracy is built by the contributions of many, and so it is always a pleasure to highlight the people who have contributed to it. An example of such is General Hammerstein’s instrumental work.
I would like to shed light on the crucial context within which General Hammerstein has operated. The NATO Advisory and Liaison Team has played a pivotal role in providing practical assistance and guidance to the Kosova Security Force. From logistics to procurement, finance to force and leadership development and planning, the support provided by NALT has been indispensable. Under General Hammerstein’s stewardship, we have witnessed a marked improvement in civilian oversight over the KSF.
Notably, his efforts have been focused on facilitating the restructuring of the Ministry of Defense. Moreover, he has diligently continued the advocacy initiated by his predecessor, leading to the establishment of an Assembly Commissioner for the Kosova Security Force. Through a series of workshops organized by NALT, under General Hammerstein’s guidance, Kosova’s security institutions have deepened their understanding of International Humanitarian Law and other subjects. These workshops have served as important platforms for personnel across the security sector to align themselves with NATO standards and practices. Important work has also been done in enhancing capacities and capabilities in the medical domain.
During a period marked by significant risks to European and global security, we deeply appreciate NATO’s essential role and its assistance to Kosova, strengthening our security from within.
During the last 12 months, our territorial integrity and overall peace, have been challenged by destabilizing forces, who committed terrorist and criminal actions. Our visions, and discipline, professionalism and integrity, and patience, our communication and cooperation, made us victorious for the security that leaves no one behind, and rule of law that doesn’t privilege anyone.
As we bid farewell to General Hammerstein, I extend my heartfelt gratitude for his service and his contributions. At the same time, I extend a warm welcome to General Nawrat. I have every confidence in your ability to steer us forward in this important role. Rest assured, the Office of the Prime Minister stands as a steadfast ally of NATO, ready to offer assistance within our means.
Cooperating with someone as dedicated as General Hammerstein, has been an important experience for all of us. His unwavering commitment to elevating standards within our security institutions, has left an important mark and legacy, one that we shall continue to build upon. Thank you.
